The clean streams bill is what the out of county folks have taking to calling he Chesapeake Bay Preservation Act, there is no real legislation called clean streams anything. The act is the Chesapeake Bay Presevation Act, basic journalism, one "w" down.

Monkey Wrench: Burton Plans Motion To Suspend CBPA Work- Leesburg Today, Erika Jacobson Moore
This weekend has brought big changes to the debate over the Chesapeake Bay Preservation Act ordinance. Friday, and in an e-mail yesterday, Supervisor Jim Burton (I-Blue Ridge) circulated a series of proposed motions for his fellow board members' review that would, at the core, put any adoption of the proposed ordinance, aimed at cleaning Loudoun's waterways, out of this board's reach.
Burton represented the fifth vote needed to adopt the CBPA--with Chairman Scott K. York (R-At Large) and Supervisors Lori Waters (R-Broad Run) and Eugene Delgaudio (R-Sterling) opposed to the regulations on properties and Supervisor Andrea McGimsey (D-Potomac) advocating that the county wait until waterway regulations come from the Environmental Protection Agency through the state. It is that position that Burton will take, if his proposed motion passes.
